The programme

Building energy efficiency for all of Uganda

A national platform developed with government, funded through IMEU-II, and built for practitioners nationwide.

BEAT — the Building Energy Assessment Tool — is developed in collaboration with the Ministry of Energy and Mineral Development (MEMD) to strengthen building energy efficiency across Uganda. The platform translates international BEEC methodology into practical tools built for Uganda's tropical climate, electricity tariffs, and construction practices.

Implemented under the IMEU-II Market Development Fund with support from SNV Uganda, Makerere University, PSFU, and the Government of Sweden, BEAT brings together public agencies, academia, and the private sector to deliver credible energy performance analysis.

With reference data for all 146 districts across Central, Eastern, Northern, and Western regions, BEAT ensures architects, engineers, and building owners can assess performance and compare retrofit scenarios wherever they work in Uganda.

Nationwide district coverage

Climate-aware calculations for all 146 districts — from Kampala to Karamoja.

Public–private collaboration

MEMD policy leadership combined with IMEU-II implementation and SNV technical assistance.

Building energy sector focus

Envelope, HVAC, lighting, renewables, and financial modeling in one BEEC-aligned workflow.
